Post 2015 Development Agenda

    Building upon its technical contributions to the intergovernmental agreement on a Sustainable Development Goal (SDG) on Cities and Human Settlements throughout the SDGs Open Working Group (March 2013 - July 2014), the Communitas Coalition continues a comprehensive technical engagement in the Intergovernmental Negotiations towards the global Post-2015 Development Agenda. The medium and long-term stakes are high for cities and human settlements, since the SDG and its targets require meaningful and adequate indicators and monitoring frameworks, means of implementation and partnerships. Communitas’ technical contributions focus on: (i) Proposals for indicators and monitoring frameworks for the SDG on Cities and Human Settlements and the territorial dimension of all other SDGs; (ii) The connection between the Intergovernmental Negotiations on Means of Implementation for the Post-2015 Development Agenda and the Third International Conference on Financing for Development, in Addis Ababa, Ethiopia in July 2015; (iii) The connection between the SDG on Cities and Human Settlements, its targets, its indicators and monitoring frameworks, its means of implementation and its partnerships and the Third UN Conference on Housing and Sustainable Urban Development - Habitat III - taking place in Quito, Ecuador in October 2016.

  • In September 2015 in New York, Communitas will convene a joint high-level event of the #UrbanSDG Campaign and World Urban Campaign; in collaboration with the UN Group of Member States the Friends of the City, the Global Task Force of Local & Regional Governments, Cities Alliance, the UN Sustainable Development Solutions Network, UN system entities, Major Groups and other Stakeholders, private sector representatives, and philanthropic organizations. This high-level event will enable the crafting of a strong implementation agenda for the SDG on Cities and Human Settlements and for the localisation of the Post-2015 Development Agenda. The implementation agenda will connect action and partnerships from the global to the local levels in anticipation of the adoption of a “New Urban Agenda” at Habitat III in Ecuador in 2016. The outcome of the event will be a framework of elements for the implementation of SDG11, as well as for the localisation of the Post 2015 development agenda, with a particular focus on three critical blocks for implementation: partnerships, financing, and governance and accountability.
  • Following from the intergovernmental negotiations, the Interactive Dialogues of the Post-2015 UN Summit, taking place on 25-27 September 2015 in New York, now feature the theme of “cities and human settlements” thanks to the advocacy efforts of the #UrbanSDG Campaign coordinated by Communitas. The urban dimension will be discussed as part of the Interactive Dialogue on “Protecting our planet and combatting climate change.”
  • As the Post-2015 intergovernmental negotiations wrap up, Communitas is elaborating contributions to the Outcome Document that will be adopted by Heads of States and Governments at the Post-2015 UN Summit in September, in order to secure a strong urban and territorial dimension that shall pave the way for the effective implementation of the agenda at the subnational and local levels. For this exercise, Communitas is working with partners in the #UrbanSDG Campaign. Communitas also sent a letter to the co-facilitators of the Post-2015 intergovernmental process with suggestions for amendments to the zero draft of the Outcome Document.
  • Held at the third session of the Intergovernmental Negotiations towards the global Post 2015 development agenda at UN Headquarters on 26th March 2015.
  • In support of the Intergovernmental Negotiations on the global Post-2015 development agenda, in February 2015 the Communitas Secretariat published its Technical Proofing of the Targets under the SDG on Cities and Human Settlements. Careful consideration was given to preserving the political balance crafted relentlessly by the SDGs Open Working Group. A limited number of key words were tweaked and/or introduced with a view to: (i) enhance the consistency with existing multilateral agreements, (ii) improve the action-oriented and outcomes-oriented approach of the targets and (iii) facilitate measurability, follow up and monitoring. Above all, the technical proofing re-emphasized the productive role of cities in adding economic value and creating informal and formal livelihoods that not only bolster the on Cities and Human Settlements, but also provide the basis for the implementation and financing of key SDGs.

    Held at the first session of the Intergovernmental Negotiations towards the global Post 2015 development agenda at the UN Headquarters in January 2015. The side event was organized by ICLEI- Local Governments for Sustainability. Facilitated by Communitas in collaboration with the UN Sustainable Development Solutions Network (UN SDSN), Global Taskforce 2016, the World Urban Campaign and the Group of Friends for Sustainable Cities.
